In the summer of 2018 then Orange County Supervisor Todd Spitzer declared that the Bridges at Kraemer Place mass homeless shelter would be “the model” for all future shelters in the county. He called it the “shining example.” In the months that followed, hundreds of homeless culled from the streets and coerced into Kraemer from all corners of the county would find other words for the place…and the other shelters that would follow in its likeness.
